It could be possible in the following scenarios:

1) Permission to Draw Over Other Apps has not been granted in the child device.

2) Downtime is running. The downtime feature doesn't allow to use of the device when it is running.

3) Selected category for the App Limit rule may not contain the specific application. Check the app limit rule and verify the application you want to block.
